ABC ELECTRONIC - Rules Update – August 2005

The meeting reviewed five recommendations:

  1. ABC ELECTRONIC KITEMARKS
  2. RSS FEEDS: Effective for all audit periods from 01 September 2005
  3. REMOVAL OF SESSION METRIC AND ADOPTION OF NEW 'REFERRALS IN' METRIC: Effective for all audit periods from 01 September 2005
  4. COOKIE CHURN: Effective for all audit periods from 01 September 2005
  5. GEO IP REPORTING: Effective for all audit periods from 01 September 2005

1. ABC ELECTRONIC KITEMARKS

The meeting reviewed the current situation recognising the possible confusion between the Registered and Certified kitemarks (as used by media owners).

The meeting AGREED that the Registered kitemark and Certified kitemark be withdrawn by 31.12.2005 and a new single kitemark, for use by Media Owners, be introduced. This will be as follows:

This kitemark will be issued once certification is achieved and will carry the date of the period certified, so that this is immediately available and clear.

The appropriate kitemark will be sent to the site by ABC ELECTRONIC with their final certificate. In addition, each month’s kitemark will also be hosted by ABC ELECTRONIC on a distinct URL, per subscriber, so allowing sites to easily link to the required image which will be updated by ABC ELECTRONIC.

Sites registering with ABC ELECTRONIC (but not yet certified), are encouraged to communicate this by using the following form of words: “As of <Date> <Site Name> is Registered with ABC ELECTRONIC and supports industry-agreed standards for electronic media [or website traffic, or as appropriate and agreed] measurement.”

This change will be introduced after a grace period to enable all registered sites to achieve certification. The date for the withdrawal of the Registered and Certified kitemarks is 31st December 2005.

The timetable for the changeover will be as follows:
30/09/2005 - Last date on which Registered kitemark will be issued to new subscribers

01/10/2005 – Commence issuing of new kitemark to Certified Subscribers.

Please note: [1] the use of the ABC ELECTRONIC logo is limited exclusively to the promotion of ABC ELECTRONIC. [2] The existing ABC ELECTRONIC Associate kitemark will remain in use.

2. RSS FEEDS: Effective for all audit periods from 01 September 2005

The meeting AGREED to adding RSS User-Agents to the robots list (so excluding RSS from the measurement of Page Impressions). The meeting then asked that the ITG (ABC ELECTRONIC Internet Technical Group) review ways of measuring the 'reading' of RSS.

3. REMOVAL OF SESSION METRIC AND ADOPTION OF NEW 'REFERRALS IN' METRIC: Effective for all audit periods from 01 September 2005

The meeting AGREED to remove the option to have the Session metric certified because Visits have become the accepted standard for a frequency metric and the Session metric is now rarely used.

The meeting agreed to the adoption of a new (optional) metric, 'Referrals In' – for the measurement of arrivals to a site, where the referrer is identifiable as non-native (including non-null).

4. COOKIE CHURN: Effective for all audit periods from 01 September 2005

The meeting discussed progress by the industry on this topic since the last meeting. The meeting AGREED that properties asking ABC ELECTRONIC to certify Unique Users should always declare the daily average Unique Users. The ITG were then asked to review the practicalities of declaring weekly average Unique Users as well.

5. GEO IP REPORTING: Effective for all audit periods from 01 September 2005

The meeting AGREED that the source of Geo IP analysis will in future be stated on any ABC ELECTRONIC certificate to promote those sources that regularly achieved data quality certified to the JICWEBS standards (as also detailed in the paper) and that any Accredited Geo IP Associate Subscriber will in future be acknowledged on the certificate in line with the current practice for Accredited Associate Web Analytics providers.

The meeting also agreed that ABC ELECTRONIC should continue to work with the ITG to ensure those standards were relevant to the industry as the industry matures.
